Bishop Francis was appointed as Auxiliary Bishop of Antipolo and Titular Bishop of Boseta on June 27, 2007 by the Holy Father, Benedict XVI.
On January 25, 2013, he was appointed as Apostolic Administrator of the Diocese of Kalookan He served the diocese until October 14, 2015.
On November 21, 2015, he was appointed by the Holy Father Francis as Coadjutor Bishop of Antipolo.
On September 9, 2016, upon the Holy Father Francis’ acceptance of the resignation of Bishop Gabriel Reyes, Bishop Francis succeeded to the seat as Bishop of Antipolo.
Appointed by the Holy Father Francis as Auxiliary Bishop of Antipolo and titular Bishop of Gemella in Byzacena on July 10, 2018.
At the time of his appointment, he is a clergy of the Diocese of Antipolo, and Parish Priest of Our Lady of Light Parish.
Ordained to the episcopate on September 8, 2018 at the Antipolo Cathedral.

The upper portion is in gold, symbolizing JESUS and evocative of the gift of gold given by the Magi.
The red and white rays are symbols of the blood and water that gushed from the side of Christ.
The white cloth hanging on the cross tells the Bishop that Jesus is not just the Crucified One, but also the Risen Lord.
The blue background of the lower portion is reminiscent of the once blue waters of the Parañaque River, the town of birth of the Bishop.
The nine fishes symbolize the nine Vicariates of the Diocese of Antipolo.
